Out of the overall dataset of IST-Projects those projects were extracted that had a partner on board from the country that was particularly looked at in the analysis. Thus for instance the IST Finland dataset (network on the left side) would comprise projects with at least one partner from Finland. This method was chosen to determine differences and common grounds between the countries with regards to cooperation behaviour. Hungary, Switzerland and Austria have shown a similar pattern: Within their countries cooperation networks these three are limited in playing a formative character because they are linked with other very central actors. (In the case of Austria network on the right side &150; these are Germany, France, Italy and Greece). The cooperation structure of Finland presents a different picture: In its own country's IST cooperation structure Finland is the most formative player that exerts the highest control and multiplication effect over the whole network.
