The social capital analysis illustrates the communication and exchange flow from source to sink with regards to trust, esteem and hierarchic adherence and best access to resources. The direction of the arrows indicates the direction of the nomination with regards to deep knowledge and influence/ power. Actors above, indicated in light orange with a lot of in-degrees and out-degrees (arcs pointing at them and pointing off them) represent information hubs, which exert an impact influence on the overall information flow. At the bottom level (sink), indicated in dark orange official decision takers at ministries, councils and CEOs of non-university research institutions can be found.
